R1200S Ventura rack

Removing this but unsure as to wether this bolt stays with the bike or belongs with the rack. I'm guessing rack but does anyone know for sure?

R1200S. It’s gone. Had it 11yrs. My favourite bike in 44yrs riding.

They don't need to stay on the bike - just fir in a threaded insert.
