Spare Bulb kit abroad

Taking the bike back home this weekend but haven't managed to get a bulb kit yet. Are they strictly necessary for riding in France/Germany ?? or simply a recommendation.
Is it a finable offence ?

I'm not really sure, but I have never carried them in my european trips, but then I've never had to speak to a foreign copper. (note to self, must try harder)

Carrying spare bulbs used to be compulsory in France but it looks as if this has been relaxed a smidge. Looks like you may need to carry a first aid kit though (Cotswold do some nice compact ones or I guess you could splash out on the BMW official one if they still do it). And cash to pay all those fines, although I think they'll escort you to a hole in the wall...

Take no notice it's all bollocks,the things you need to worry about, documentation,medical insurance,same for the bike!!!

I don't think it was ever compulsory for bikes ...
Just cars, etc.

Not on bikes, nor are Hi-Vis vests, first aid kits, spare wheels or any other such things.
You must ride with your lights on in France though.
