I just encountered your aptly named 'bugger' this evening; you didn't shout loud enough though as i did attempt to undo the screw & i'm confident its just turning within the plastic tube; i did attempt to heat it first to avoid loctite but no good... Anyhow, purpose of my removal was to get sent for powdercoating; guess the answer now is just to paint.
I will naturally need to test if my 'buggering' of the bolt to the fluorescent tube will create a leak; if so then i WILL be applying your work-around (which i really can't be bothered to do!

I undid my plastic tubes with no problem ....
No loctite on the screws .
Yes , I don't have my note book here, however 170cc oil is correct with the tubes.
I have the figure for the full amount of oil without the tubes, back in UK .

I'd just like to say that I had my R1100s for 5 years bought with 13k on the clock and sold it with 62,000 miles on the clock and the front forks had never been apart during my ownership and there was no indication of wear. The book said the oil was for lubrication not damping so I left it alone. (it was an early one so early in fact it was an R reg 1998 Press bike)
There would appear to be a surfeit of prolixity and sesquipedalian content today please do not use a big word when a singularly un-loquacious and diminutive linguistic expression will satisfactorily accomplish the contemporary necessity
